High Weald Housing Association – TPC 2005 Cyclical Decoration Program

Faithorn Farrell Timms were instructed by High Weald Housing Association to provide professional services, for a programme of cyclical redecorations and minor repairs across their housing stock.

Our appointment was to provide Contract Administration for 2006/07 and set up a new contract for the years 2007/08 and beyond.

We provided professional advice as to the most appropriate method of procuring these works, being the Term Partnering Contract (TPC 2005).

Works for the 2007/08 programme included checking previous specifications for relevance and undertaking amendments as applicable. Joint site inspections with the existing contractor were arranged as this was agreed to be the best way of including all works, whilst assuring that the client would receive best value.

The works are applicable to housing stock across the clients' portfolio and are focused in the South East covering all of Kent, as well as parts of East and West Sussex.

The contract allows for appointment of key service providers, by way of a supply chain for general repair and replacement of timber components with low maintenance alternatives, assuring value for money for the client.

In addition to the external redecorations and repairs, a number of sheltered housing schemes are to receive interior redecoration during times of inclement weather.

The value of the 2006/07 contract is approximately £250,000, with the 2007/08 works comprising approximately £300,000. Over the four years of the contract, it is likely that the value will exceed £1,000,000.
