Southern Housing Group – Cyclical Re-decoration Programme

Faithorn Farrell Timms was appointed to administer the Southern Housing Group Cyclical Re-decoration Programme, in November 2002.

The subsequent introduction of The Public Contracts Regulations 2006 made it necessary for our client, and other Registered Social Landlords, to allocate all future programmes of work under new domestic procurement rules and also in accordance with relevant European Directives.

We were appointed to assist Southern Housing Group with the development of detailed Pre-Qualification and Invitation To Tender documentation, which included establishing specification, preliminaries and contract terms for a 15 year cyclical re-decoration works contract.

The form of contract being used is the Term Partnering Contract (TPC 2005) for 10 years, with the option to extend to an additional five years based on satisfactory contractor performance. We were subsequently appointed, after successfully completing the consultant Pre-Qualification and Invitation To Tender process, to provide project and contract management services for the first five years of the 15 year programme. This also included an option to extend based on our own satisfactory performance.

This five year programme comprises the interior and exterior re-decoration of over 20,000 social housing units and covers the entire operational area of the Southern Housing Group. The first year of the new programme of works, being delivered under the Term Partnering Contract (TPC 2005), commenced in April 2007 with Architectural Decorators Ltd being the sole contractor.

The annual value of the works programme is £2.3m.
