National Procurement Policy Statement

With PA23 now very much on the horizon, the Government issued the new National Procurement Policy Statement (NPPS) last week. The NPPS is pursuant to section 13 of The Procurement Act 23 and all Contracting Authorities must “have regard” for its content, so the publication is both relevant and highly anticipated.

But what does it mean in practice? It’s intended to set out the Governments priorities for public procurement, reflecting the Government’s missions to deliver value for money, realising opportunities for social value, innovation, inclusion, competition, and economic growth. Contracting authorities are expected to use the NPPS as a framework to guide their public procurement decisions, ensuring that spending aligns with national priorities and must demonstrate how they have applied NPPS principles in their procurement policies.

With its release, it marks the final milestone before PA23 officially comes into effect on 24th February.
