Strategic review of 77 sheltered housing schemes to align future provision with changing demographics and resident needs.

The project

Red Kite Community Housing commissioned FFT to complete a second‑stage review of its Older Persons housing portfolio across the Wycombe District. The review followed the earlier Phase 1 rationalisation programme and aimed to understand future demand, assess the performance of 77 sheltered and aged‑persons schemes, and identify which homes should be remodelled, repurposed or decommissioned. The project was driven by clear demographic evidence showing a changing older population, an over‑supply of traditional sheltered housing in Wycombe, and a need to reshape Red Kite’s offer to better meet future expectations. 

FFT’s work combined demographic analysis, district‑wide demand modelling, best‑practice research, performance appraisal and financial forecasting. The review provides Red Kite with a strategic evidence base to guide long‑term decisions, reduce sheltered housing stock by an estimated 302 homes, and ensure future provision aligns with modern standards, HAPPI principles and emerging housing needs. 

Our role

FFT was instructed to deliver a comprehensive strategic review covering demand, supply, performance and future options. We analysed national and district demographic trends, mapped Red Kite’s portfolio against Buckinghamshire Council catchment areas, and assessed the predicted reduction in sheltered housing required to 2035. Using Red Kite’s dataset, FFT developed a weighted performance model incorporating 19 metrics, including NPV, void levels, sustainability, investment need and scheme condition to rank all 77 schemes. 

We carried out desktop reviews of land ownership, site layout and local context, and evaluated each scheme’s potential for alternative use, including tenure conversion, remodelling, redevelopment or disposal. FFT identified 17 schemes for detailed options appraisal and produced indicative financial projections, decant sequencing, delivery timelines and enabling cost estimates for a 7–10‑year implementation period.

The challenges

Red Kite faced a complex set of challenges: an ageing portfolio largely built between 1970–1999, high void levels in some schemes, outdated bedsit layouts, and a district‑wide over‑supply of sheltered housing. Demand projections showed significant geographical variation — with reductions required in High Wycombe and Marlow, but increased provision needed in Princes Risborough and West Wycombe. The challenge was to balance demographic need, scheme performance, resident wellbeing, financial viability and local planning constraints, while ensuring any interventions were sensitive, deliverable and aligned with Red Kite’s strategic direction. 

Added value

FFT added value by combining demographic insight, sector best practice, performance modelling and financial analysis into one integrated review. Our weighted model provided Red Kite with a transparent, evidence‑based ranking of all schemes, enabling clear prioritisation. We identified alternative housing typologies suited to future older residents, highlighted opportunities linked to planning reform, and provided a structured implementation plan covering decanting, financial impact, sequencing and delivery risk. The review gives Red Kite a forward‑looking strategy grounded in robust data and practical recommendations.  

The outcome

The Phase 2 review provides Red Kite with a clear roadmap for reshaping its Older Persons housing portfolio. FFT identified 17 schemes for detailed options appraisal, each with headline recommendations for tenure change, remodelling, redevelopment or disposal. The review confirms the scale of reduction required to meet district demand, outlines the financial implications of different interventions, and sets out a realistic 7–10‑year delivery programme. The outcome is a strategic, evidence‑based plan that supports Red Kite’s long‑term ambitions, improves housing quality for older residents and ensures future provision is fit for changing demographic needs.
